Board of Directors

Jeremy A. Samuel

Jeremy Samuel serves as the Non-Executive Chair of Sureway and is the Founder and Managing Director of Anacacia Capital. At Anacacia Capital, he is responsible for the overall management of the firm and chairs its investment committees. Jeremy also holds the position of Non-Executive Director for several of Anacacia’s portfolio companies, including Sureway and Opteon. Jeremy has a proven track record of leading investments into small-medium enterprises (SMEs) across a diverse range of industries, including services, consumer goods, and industrial businesses. He has previously served as the lead director for Anacacia’s investments in companies such as Appen, Big River, Direct Couriers, Duncan Technologies, Home Appliances, Lomb Scientific, Rafferty’s Garden, and Yumi’s Quality Foods. In addition to his role at Anacacia, Jeremy was the former Chair of ANZ’s private equity management committee and has experience as a strategy consultant with Booz Allen. He holds an MBA from Yale University School of Management and combined Arts/Law degrees from the University of New South Wales.

Judy Galloway

Dip. Admin & V.E., GAICD.

Judy Galloway is the Founder of Sureway and has been involved in the delivery of Employment Services for over 20 years. She was Chief Executive Officer of Sureway Employment and Training from 1996 until 2009, when she stepped back into a non-executive role.

Judy began delivering training to industry in the early 1990s and following that she was given the opportunity to train long-term PARTICIPANTS. This lead to a successful bid to deliver Employment Services for the Federal Government under a Job Network contract. During her tenure this service delivery was expanded to include 12 Employment Service Areas in NSW, Vic and South Australia.

Having spent her whole life in regional Australia she has a strong appreciation of the issues facing rural communities and has spent much of her working hours addressing issues relating to employment and training.

Judy was a Board Member of the Southern Sports Academy for 10 years from 1992 -2002 and Chairperson of that organisation for the last four years. She was Vice Chairperson for the Riverina Vocational Education Training Awards for the last 5 years having served on that Committee for 12 years. She also served as Chairperson for the Committee for Wagga Wagga for 8 years.

Judy remains passionate in her desire to assist regional communities in particular the more disadvantaged within those communities.

Alexandra Curtis

Bachelor of Social Science; MBA; GAICD

Alexandra joined Sureway’s Board of Directors in 2018 and brings a wealth of experience to the role.

Born and raised in regional Australia, Alexandra has gone on to study and work in Sydney, Brisbane, and Tokyo with over 20 years of experience in predominantly service-based industries. The most recent 10 years has seen Alexandra take on senior management roles within employment related industries. Her industry background is highly commercial, having worked on multiple acquisitions and restructure projects to deliver value to the business.

Alexandra is passionate about working with organisations who are striving to provide quality service to all stakeholders.

Alexandra derives her passion for the employment services environment.

Executives

Matthew Hall

Managing Director / Chief Executive Officer

B.Bus (Acc/Fin), C.A., GAICD

The Chief Executive Officer (CEO) works closely with the Board of Directors, serving as managing director of corporate operations and as the main link between the different divisions within the company. The CEO works alongside the Executive team to create, plan, implement and integrate the strategic direction of an organisation.

Matthew joined Sureway in 2008 as CFO and has been instrumental in significant business growth and expansion during his tenure. Prior to this, Matthew practiced as a Chartered Accountant and Financial Advisor with clients spanning regional NSW, Sydney, Brisbane and Melbourne, and is highly skilled in managerial finance and business coaching.

Based in regional NSW, Matthew has worked with regional communities throughout his entire career and is committed to changing lives through the opportunities that Sureway can provide.

Matthew Cilia

Chief Operating Officer

The General Manager Workforce Australia oversees the delivery of our Workforce Australia programs across NSW, VIC and SA. Matthew brings great industry experience to our Executive team, having commenced his time in the employment services field as a front line team member assisting people into work.

Matthew has worked with a number of top providers across the country in Site Management, Business Development and General Manager roles.

Matthew brings a passion to the Sureway team for making an impact on people and communities.

Arwen Anderson

General Manager People & Culture

Bachelor of Science (Psychology)
Master of HR Management

People & Culture aim to create and sustain a system that maximises the return on investment from our people by focusing on our mission and being recognised as a high performing organisation with a healthy leadership pipeline.

This division is currently led by General Manager People & Culture, Arwen who has a vast background in HR, employment services and community youth work.

Experienced in the employment services industry, Arwen started out in a client-facing role providing services to individuals with disabilities. She then moved to youth work and spent a number of years working with young people through the adversity they experienced, and the teams who supported them. With a knack for numbers, she moved to a role where she was responsible for setting KPI’s and supporting teams to deliver on quality.

Looking for a new challenge, Arwen turned to further study resulting in delving into the Human Resources field. Once turning to HR she made her way to senior management and throughout has led the delivery of quality and outcomes through people and culture initiatives.

Arwen brings a wealth of knowledge to the Sureway team having experience in the successful implementation of performance, HRIS, compliance, safety, and P&C systems.

Paul McGowan

Chief Financial Officer

B.Bus (Acc/Eco), CPA

The Sureway finance portfolio is responsible for the production of all statutory and management financial reporting to members of the Executive and the Board. It coordinates the delivery and preparation of annual budgets and operational targets, to support the execution of Sureway’s strategic plan, it also oversights financial internal controls, policies, and standard operating procedures. Other functions delivered through the finance portfolio include payroll, facilities, fleet management, wage subsidies and employment fund programs.

Paul McGowan is a member of the Australian Society of CPA’s and joined Sureway in 2017 as the Finance Manager. He has recently been appointed to the Executive team as the Chief Financial Officer. Paul comes to Sureway with over 25 years of financial management experience in both public and private sectors with senior management and leadership roles with TAFE NSW and Rail Services Australia. His previous roles have seen the delivery of long-term financial sustainability through strong leadership, implementation of financial business partnering models, technical expertise, quality customer service, and continuous improvement. He has the strength for providing expert financial advice and support that aligns with Corporate Strategy and overall organisation values, mission and goals.

Paul lives and works in Wagga Wagga, and is passionate about the sustainability of regional communities. His previous roles in the public sector and now with Sureway, allow him, in a small way, to contribute to enrich and change people’s lives. Paul has been an active sportsman all his life and now enjoys spending weekends cycling on the roads around Wagga, watching his growing family play sport and planning his next travel or camping adventure.

Tania Contogeorge

General Manager Corporate Services

Tania joined Sureway in 2020 and brings a wealth of expertise to our Executive team from a background in Government, professional and not-for-profit services.

Tania’s professional career has seen her play an integral part in the roll-out of state-based Government service centres, and developing a leading customer service model for digital services. Tania has always had a commitment to providing accessible services for rural and regional communities – a passion she brings to her role with Sureway.

General Managers

Chris Black

General Manager Sureway Skills Training

Chris is the General Manager of our Registered Training Organisation operations and is responsible for delivering high quality service, operational performance and management.

Chris brings over a decade of industry experience to Sureway, spanning employment services, recruitment, labour hire and training. Chris’ professional career has seen him work in a variety of areas, including Business Development, Site Management, Quality & Performance and Government Tender submission. He has also worked alongside large employers to meet their recruitment and training needs on a national scale.

Prior to his time with Sureway, Chris’ experience extended to supporting large national corporates to develop and execute strategic leadership development pathways; and says this is where he gains his passion and knowledge for staff development, company culture, and building high performing teams.

Chris also says he has a strong commitment to building leadership capability within the organisation, contributing to Sureway’s strategic direction and growth, ultimately having a positive impact on people’s lives and the broader community.

Lisa Smart

General Manager Sureway Health & Wellbeing

MBA, FGLF

Lisa is the General Manager of Sureway Health & Wellbeing. With over 20 years’ experience in disability, management and leadership, her passion for helping others has driven her to advocate for people who are disadvantaged to receive the best service possible.

Her expertise will see her grow our health services including NDIS, Psychology, Recovery Coaching and Support Coordination.

Her career has seen her manage multiple disability programs including the DES/DMS program, ESS program and NDIS program. This commitment to disability programs sees Lisa create a positive impact in people’s lives while she strives to build stronger communities.

Lisa lives and works in Port Adelaide and has a commitment to driving performance and strategy to ensure the expansion of the business. She brings a broad array of knowledge to the Sureway Group.

Tanya McCallum

Master of Business

Tanya is our General Manager for Inclusive Employment Australia.  A values driven leader with 25 years’ experience in employment services and 15 years’ experience in senior management. Currently completing a Master of business at Wollongong University, Tanya is committed to continuous learning and improvement, integrating innovative business practices with compassionate community focused leadership.

Cath is Sureway’s State Manager for the Inclusive Employment Australia program across VIC and SA.

Cath has over 25 years of customer service experience and 15 years of management experience in leadership and the employment services industry.

Prior to her time in this industry, Cath worked in the telecommunications field undertaking roles in customer retention, project management, training, and high-level complaint resolution. She is passionate about leading her team and equipping them with the tools and support to assist our vulnerable people into sustainable work.

Thao Le

State Manager - VIC

Master of Engineering Management & Bachelor of Science in Chemistry

With over 20 years of leadership experience in employment services, including the past seven years as a Regional Manager in Disability Employment Services, Thao has a proven record of driving performance excellence, delivering quality outcomes, and leading large, diverse teams across multiple sites. She specialises in strategic operations, stakeholder engagement, and performance management, underpinned by strong commercial acumen and data-driven decision-making.

Thao’s leadership approach is people-focused and outcome-oriented, empowering teams to achieve sustained 5-star performance ratings and deliver meaningful, lasting employment outcomes for people with disability.

Previously, as a Site Manager, she successfully managed multiple high-performing sites, consistently achieving 5-star ratings and exceeding performance and profit targets. She has built strong partnerships with employers, government agencies, and community organisations to create inclusive employment pathways and positive social impact.

Thao’s career reflects adaptability, resilience, and a continuous improvement mindset, particularly in navigating complex program delivery and sector reform. She is inspired by Sureway’s purpose-driven and values-led approach and commitment to inclusive employment.

Zoe Wood

State Manager - QLD

Zoe is the State Manager for the Inclusive Employment Australia program in Queensland and has over 14 years’ experience in Employment Services, working across multiple contracts.

Zoe has 8 years of leadership experience in the industry in a combination of operations and support services environments. She is passionate about leading and developing her teams to support vulnerable people to achieve their employment goals and make a positive impact to the community.

Cindy Wallace

Workforce Australia State Manager – NSW

Cindy is the State Manager of our Workforce Australia operations in the NSW Employment Regions of Central West and Murray Riverina and is responsible for overseeing the delivery of our services to find sustainable employment for our PARTICIPANTS.

Cindy joined Sureway in 2007 as an Employment Broker, working directly with our clients to help them prepare for and find work. Since this time, Cindy has progressed through our organization as a Team Leader, then Area Manager, on to Regional Manager and now State Manager. Drawing on her years of industry experience and company knowledge, Cindy delivers quality outcomes for her staff and PARTICIPANTS alike.

Prior to her time with Sureway, Cindy’s background was in the retail management sector.

Cindy says that she loves working for a company that makes a difference not only to the lives of the individuals we assist, but also to the broader community.

Leena Smith

Workforce Australia State Manager – ACT/VIC

Leena is our State Manager for Workforce Australia operations across the Victorian Regions of Barwon and Ballarat, as well as the Capital Region in ACT/NSW and is responsible for delivering high quality service, operational performance and management.

Joining Sureway in 2022, Leena brings over 20 years’ of experience in employment services to the team.

Leena’s employment services career has seen her work in a range of operational roles including as a Job Placement officer, Job Search Trainer, and Employment Consultant. Leena’s passion for the industry has also seen her excel in various senior and management roles.

Mark Fullford

Workforce Australia State Manager – SA/VIC

Mark is our State Manager for Workforce Australia operations in the Employment Region of South Coast of Victoria and oversees our Transition to Work contract in the Murray & South East region of South Australia.

Mark crossed the ditch from New Zealand in 2003 after 19 years with the NZ Internal Affairs Department, including a 4-year stint as Private Secretary to the Minister of Agriculture, Forestry and Racing. He also has experience in managing a Registered Training Organisation and brings a wealth of leadership expertise to his role with Sureway. Mark has worked in employment services for over 10 years, moving into an Area Manager role with Sureway in 2015, he progressed to Regional Manager in 2017 and is now a State Manager with our organisation.

Mark has a strong commitment to his staff and peers and is a believer in ‘keeping it simple’. Servicing a large geographical area, he is often on the road assisting his team wherever possible to ensure that they have the capacity to change people’s lives in their local communities.

Mark is also a Director on the Board of the Bendigo Community Bank.

Michael Lee

Disability Employment Services State Manager – NSW Metro

Michael is the Regional Manager of our Disability Employment Services (DES) operations across NSW and is responsible for overseeing the delivery of our services to find sustainable employment for our PARTICIPANTS.

Katie Aliendi

State Manager - NSW Regional

Katie is the State Manager of our Inclusive Employment Australia in NSW Regional. Katie joined Sureway in 2012 where she began her Employment Services career as an Employment Consultant. Katie has progressed through Sureway commencing in JobActive, to becoming a Claims officer for both Jobactive and Disability Employment Services (DES), to a DES Placement Support Performance Specialist followed by Area Manager and now NSW Regional State Manager. Katie is passionate about empowering individuals and leading an inclusive team to achieve excellence and deliver meaningful strong performance. Katie is proud to be apart of the Sureway team and is committed to delivering the Sureway values and making a positive impact on our participants and communities.
